Most people are not aware of what happens after a foreclosure. If your property has been foreclosed due to a tax deed or mortgage default, the county auctions the property in order to collect the money owed to them. The opening bid is for the amount of taxes or mortgage that is owed.
What most people do not know is that these properties sell for an amount that is higher than the opening bid and any profit remaining is due to the previous owner. Counties will notify the previous owner via mail of their intentions to auction out the property and the rights to collect the excess funds (overage). However, they mail the paperwork to the property that was foreclosed and since the previous owner has already moved out, they do not receive these notices.
